Dealing with spatial development, NORVISION
is not limited to physical planning of land use
or infrastructure. It addresses any deliberate
interventions to change spatial structures
(i.e. the spatial distribution of activities and the
linkages between these), with the aim to achieve
sustainable development.

NORVISION A SPATIAL PERSPECTIVE FOR THE NORTH SEA REGION
NORVISION contributes to the operationalisation of the European Spatial
Development Perspective (ESDP). The report elaborated in the course of
the project is an advisory document which is hoped to influence spatial
planning in the North Sea Region. It is expected that projects to be developed
under INTERREG III will include measures which conform to the Vision and
which seek to put it into practice.

The document has been prepared by a Vision Working Group of officials from
national and local governments from each participating country. Denmark took
responsibility of lead partner. The North Sea Secretariat was closely involved.
An external consultant has moderated the joint work and drafted the reports.

The Vision process was split into three distinct phases. In the first phase basic
values, challenges, current situation and trends of spatial development were
discussed and elaborated on. The second phase dealt with the formulation of
the vision, aims, strategies and recommended action. After thorough revision
of the draft report the final vision document was put together. In phase 3 consul-
tation on the draft Vision was used to gather comments and new ideas, many
of which were incorporated into the final version of the report.
