Project Description:
GSDI IV primarily aims to expand and anchor competence-based training in the Ghanaian TVET system through a stronger focus on capacity development for the Commission for TVET in the areas of TVET coordination, registration and accreditation, curriculum development, quality assurance and M&E.
The Consortium is responsible for the following work packages:

Implementation of two TVET policies which will support the delivery of Competence Based Training programs. They include: 1. Recognition of Prior Learning (RPL); and 2. Workplace Experience Learning (WEL).

Development and implementation of three training courses for cooperative training at NC levels I and II in the agriculture, construction, and manufacturing sectors.

Training of 100 Curriculum Development Experts, 500 Mastercrafts Persons (MCPs) and 100 Industrial Supervisors in collaboration with the Akenten Appiah-Menka University of Skills Training and Entrepreneurial Development (AAMUSTED).
Job Description
Main tasks of the Team Leader
-
Overall responsibility for the contractor's advisory packages within the framework of ensuring the coherence and complementarity of the contractor's services with other services of the GIZ program at local and national level,

Continuous consultation and coordination with the GIZ team
-
Conception, implementation, monitoring and evaluation of measures for capacity development, taking into account cross-sectional issues (e.g. gender equality)
-
Management responsibility for the national staff, including technical guidance
-
Identification of the need for short-term assignments within the available budget, planning and steering of local and international short-term specialists

Steering the work planning, impact monitoring and safeguarding of results
-
Design and monitoring of the cooperation with partner institutions, such as AAMUSTED
-
Regular and timely reporting in accordance with GIZ requirements

Financial planning and budget control in consultation with PLANCO backstopping
-
Support of the AV in updating and / or adapting the conception of the project, in evaluations and in preparing a follow-up phase
-
In coordination with GIZ, ensure contacts with other donors, other projects in the sector and the German embassy.
Qualifications
Qualification Requirements

Education: University degree (Diploma / Master) in vocational education, business education or related field
-
General work experience: 15 years of work experience in the education, vocational training or in-company training and further education sector
-
Specific work experience: 5 years in cooperative training models
-
Leadership experience / management: 5 years leadership experience as a team leader
-
Regional experience: 6 years of experience in projects in the Sub-Saharan Africa region, including 2 years in projects in English-speaking West Africa
-
Development cooperation experience: 8 years experience in development cooperation projects esp. with GIZ
-
Strong communication and facilitation skills (also online), ability to cooperate in teams, solution-oriented work style and willingness to compromise.
