Project Description and Background

The HTUPLUS Programme is a TVET investment and reform project of the Hashemite Kingdom of Jordan funded by the Federal Republic of Germany through KfW Development Bank and the Crown Prince Foundation, Hashemite Kingdom of Jordan. The total project budget of phase I & II exceeds EUR 55 million. The Al Hussein Technical University (HTU) is acting as Project Executing Agency (PEA, the Client) of the Financial Cooperation project. The PEA will be supported by the PLANCO-GOPA consortium which was awarded the contract as the Implementation Consultant (IC).

The purpose of the project is to establish the prerequisites for the provision of high-quality labour market relevant and affordable TVET programmes and to increase the attractiveness of TVET in Jordan.

The programme is supposed to establish additional vocational education and training programmes in various technical occupational fields at HTU and in 8 affiliated Vocational Training Institutes. The main activities include building and equipping a new TVET campus of HTU in Amman and upgrading of existing workshops at the 8 satellite institutes. The project consists of an Investment Measure (approx. EUR million) incorporating Construction Works and TVET Equipment Supply and an Accompanying Measure (approx. 7 million) comprising technical support for individual activities like management advisory support, development of training programmes, capacity development of TVET teachers, establishment of a scholarship fund, and marketing.

The project is supposed to become the driver of an evolving and innovative TVET reform process within a demanding environment in Jordan. Given the increased investment budget of the project the client and the consultant agreed to significantly increase the effectiveness of management through the assignment of a longterm Team Leader in Jordan.

Tasks and Responsibilities of the Team Leader

The Team Leader will be responsible for the overall day to day project management according to the contractually agreed strategy and implementation schedule. The Team Leader is expected to be employed by PLANCO Consulting GmbH, Hamburg, on a full-time basis and seconded to the project in Amman located at the HTU main campus. The duration of the assignment is scheduled for a miminum of 3.5 years starting 1st quarter 2023.

Main Tasks of the Team Leader

Client engagement

  • Facilitate the alignment of client expectations and given framework conditions of German Financial Cooperation including the project’s implementation schedule

  • Cooperate regularly with the client to streamline roles and responsibilities between the consulting consortium and the project stakeholders for the benefit of the PEA’s effective decision-making

  • Safeguard regular communication with the client and KfW to advocate the holistic project approach

Management

  • Ensure and effectively coordinate together with the PEA the project components under the Investment Measure and the Accompanying Measure (details see above)

  • Coordinate effectively together with the PEA the ongoing refinement of the implementation strategy of the Accompanying Measure

  • Ensure the timely provision of contractually agreed project outcomes and deliverables including client approvals and KfW non-objection

  • Support the client towards alternative solution findings and critical path identification

  • Update continuously the project implementation schedule; identify bottlenecks, delays and their impact on the implementation of the project and facilitate actions to mitigate

  • Monitor together with the client the project’s progress and the agreed project outcomes and indicators

  • Plan and coordinate short-term expert missions in accordance with the workplan and budget

  • Develop together with the client effective procurement strategies and coordinate the procurement & tender processes in line with KfW Procurement Guidelines (2021)

  • Manage cost-effectively the consultant consortium’s project resources

  • Elaborate and timely compile project reporting and technical documents (progress reports, technical documents) according to the consulting contract.

Formal Qualifications

Education:

  • Diploma/master’s in engineering, economics, with a special focus on project management or related field.

Professional Experience:

  • Minimum 10 years of professional experience in Project Management

  • Thereof 8 years in Development Cooperation (focus on investment programmes and Technical Assistance)

Specific Project Experience:

  • 8 years of management/leadership experience as Team Leader in development projects, ideally with a focus on TVET, large physical investments or administration reform projects, ideally KfW-funded

  • Ideally 5 years of working experience in Arabic countries

  • Proven reporting skills

  • Strong time management skills
