Job Description:

The Team Leader will be responsible of the overall day to day management of the Financial Cooperation project according to the contractually agreed implementation schedule. The assignment requires for the Team Leader to be present in the project office in Amman. The Team Leader has to manage a total budget of 25 Mio Euro, during the project implementation period (01 July 2021 – 31 July 2026).

Tasks and responsibilities of the Team Leader

Client engagement

  • Daily cooperation with the client’s PIU and governance structures for managing the implementation of the project according to the contract

  • Steer the preparation of project deliverables and ensuring client’s approvals and KfW non-objection

  • Elaborate and timely compile project reporting and technical documents (progress reports, technical documents) according to the consulting contract


  • Ensure the effective coordination of the project investment components (works, supply)

  • Elaborate and agree upon and support the implementation of the TVET Accompanying Measures

  • Plan and coordinate short-term expert missions in accordance with the workplan and budget

  • Monitor the agreed project indicators

  • Update continuously the project implementation schedule; identify bottlenecks, delays and their impact on the implementation of the project and facilitate actions to mitigate

  • Coordinate the procurement & tender processes according to KfW Procurement Guidelines (2021)

  • Liaise constantly with the Backstopping Team and the PLANCO Project Director

  • Manage cost-effectively the project funds.



  • Diploma/master’s in vocational education, economics, project management or related field.

Professional Experience:

  • 12 years of professional experience in Financial and Technical Cooperation, project management, TVET

Specific Project Experience:

  • 8 years of management/leadership experience as Team Leader

  • Min. 8 years of experience in the management of FC projects.

  • Min. 3 years of experience in Arabic countries

  • Strong reporting skills

  • Strong time management skills


  • English (Very good skills)

  • German, Arabic (Desirable)

Project Description:

The HTUplus Programme is a development project of the Hashemite Kingdom of Jordan co-financed by the Federal Republic of Germany through KfW Development Bank to promote Technical and Vocational Education and Training (TVET). The purpose of the project is to provide high-quality labour market relevant and affordable TVET programmes and thereby to increase the attractiveness of TVET in Jordan. The Al Hussein Bin Abdullah II Technical University (HTU) acting as Project Executing Agency implements the project. The programme is supposed to establish additional vocational education and training offers in various technical occupational fields at HTU and in the affiliated Vocational Training Institutes. The main activities include building and equipping a new TVET campus of in Amman, and the further improvement of two Vocational Training Institutes in Irbid.


The project consists of an Investment Measure with two components (Construction Works and Equipment Supply) and an Accompanying Measure further divided into individual activities (Management Advisory Support, Development of Training programmes, Capacity Development of TVET Teachers, Scholarship Fund, Marketing). Phase II of the HTUPLUS Programme is under preparation.
